Russian Crypto Law: Putin Signs Market Rules

Russian crypto law is now official. President Vladimir Putin signed the bill on Tuesday.

The legislation establishes a regulated framework for cryptocurrency markets. It takes effect on September 1, 2026.

Why Russian crypto law matters

Putin signed bill No. 1194918-8. It is titled “On Digital Currencies and Digital Rights.” The State Duma approved it after final readings in late July.

The law sets rules for exchanges, brokers, and custodians. It requires crypto exchange operators to meet regulatory requirements. They must also join a financial market self-regulatory organization.

Retail investors face limits under the new rules. They can only buy approved crypto assets through intermediaries. The annual cap is 300,000 rubles ($3,700) per intermediary. Qualified investors face no such restrictions.

The law maintains a ban on using crypto for goods and services. This applies inside Russia.

Bank of Russia takes oversight role

The Bank of Russia will oversee the regulated crypto market. It will issue related rules and determine which crypto assets licensed intermediaries can offer.

Core provisions take effect on September 1, 2026. Some measures take effect later. Rules for non-resident digital depositories begin July 1, 2027.
