Binance Brazil crypto license application is now filed. Specifically, the exchange submitted it to the Central Bank of Brazil. This happened through its local entity, BBrasil.

The application comes as Brazil’s October 30 regulatory deadline approaches. Meanwhile, Binance prepares to expand beyond digital asset trading.

Why the Binance Brazil crypto license matters

Existing crypto companies face a deadline. They must enter the authorization process to keep operating in Brazil. Firms that fail to apply by October 30 must wind down operations. However, those that submit applications still need regulatory approval.

Thiago Sarandy is Binance’s general manager in Brazil. He told EXAME that the exchange is prepared for central bank supervision. Furthermore, he said Binance intends to become a complete financial services platform. The company wants to offer more products than traditional banks, according to Sarandy.

Binance restructures Brazil operations for licensing

To meet regulatory requirements, Binance divided its local business. Specifically, it separated crypto services from traditional currency activities. Its existing brokerage, Sim;paul, was renamed Binance Brasil Corretora de Câmbio e Valores Mobiliários. The central bank approved that acquisition in December 2024.

The brokerage will manage customer balances in Brazilian reais. It will also handle payment services and access to US stocks. Meanwhile, crypto transactions will go through BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais. That entity seeks authorization as a virtual asset service provider.

Sarandy explained that the brokerage could offer derivatives. That depends on approval from Brazil’s securities regulator. Binance has already begun moving Brazilian customers into the new arrangement. Individual payment accounts should be established by October 29.

Binance plans more banking and payment services

Beyond crypto, Binance is preparing several financial services. These include bill payments and account portability. International transfers and foreign exchange transactions are also planned.

The exchange currently operates Pay Pix. That service lets users make payments using crypto balances. In August, Binance announced plans to offer US stocks and ETFs. Therefore, it is adding traditional investment products.

Sarandy said the company intends to compete directly with banks. It wants to match them on product count and service quality.

However, some existing crypto products are being restricted. Binance announced restrictions on eight services. It also removed 22 tokens for Brazilian users starting October 27. Affected services include margin trading and crypto loans. Binance Pool, Cloud Mining, and Launchpool are also included. Megadrop, HODLer Airdrops, and Alpha 2.0 round out the list.

Existing margin positions can remain open. However, customers cannot place new margin orders. Binance has not announced when restricted services might return. Sarandy said the exchange would seek regulatory changes. It will also work with banking partners to restore some products.

Brazil crypto licensing rules pressure smaller exchanges

Brazil’s new framework requires companies to meet several standards. These cover capital, governance, security, and compliance. Customer protection is also required.

A September industry assessment estimated that fewer than 10% of providers would seek authorization. Specifically, only 20 to 25 companies might apply. Roughly 10 may ultimately receive licenses.

The central bank introduced independent audit requirements. These cover anti-money laundering controls and customer asset segregation. Risk management and internal compliance procedures are also covered.

Sarandy acknowledged the regulator’s intention to strengthen investor protection. However, he criticized the time given to crypto businesses. He said exchanges received only 270 days. In contrast, payment institutions received about five years.

Several international companies have announced plans to exit Brazil. These include Revolut, Lemon Cash, and Bitso. Domestic exchanges Coinext, NovaDAX, Bity, and Digitra.com have closed operations. According to Sarandy, these departures could affect Binance. Several smaller providers previously relied on its services.

Meanwhile, OKX and Bybit have already submitted applications. Transfero and Brasil Bitcoin also applied. Coinbase, Foxbit, and Mercado Bitcoin are expected to apply. Brazilian banks including Bradesco and Itaú already have digital asset operations.

Separately, Binance will introduce new transfer checks from November 1. Brazilian customers must provide transaction purposes for cross-border transfers. Transfers above $50,000 will require selecting from 96 purpose codes.

Key takeaway

The Binance Brazil crypto license application is a major step. The exchange is restructuring to meet local rules. However, some services face restrictions. Therefore, traders should watch for regulatory updates.
